The impact of the new EU rules on recyclable packaging on Romanian producers

New European regulations on packaging and packaging waste are accelerating the transition toward recyclable and reusable materials, putting direct pressure on producers in the food industry. The European Union’s objective is clear: reducing the amount of waste and increasing recycling rates through stricter standards and extended producer responsibility.

For companies in Romania, the change means rapidly adapting packaging design, the materials used, and logistics processes. Producers must move from complex, hard-to-recycle packaging to mono-material or reusable solutions compatible with existing recycling infrastructure.

The economic impact is significant. Costs related to redesign, certification, and sourcing sustainable materials are increasing, with greater pressure on small and medium-sized producers. At the same time, large companies are already investing in circular solutions and partnerships with specialized suppliers.

In the medium term, however, these rules may generate competitive advantages. Sustainably packaged products become more attractive to retailers and consumers, and compliance with EU standards facilitates access to external markets.

Industry associations emphasize that the transition must be supported by investments in collection and recycling infrastructure, without which producers’ efforts remain limited. At the same time, European directives will stimulate innovation in biodegradable materials and reuse solutions.

For the Romanian food industry, packaging is becoming a strategic element, not just a logistical one. Rapid adaptation to the new requirements will influence costs, market positioning, and export capacity in the coming years.
